Between reality and legend, this documentary explains the history of the founding of the tourist Benidorm (Spain) thanks to Pedro Zaragoza, the mayor of the scooter: an unrepeatable character, able to create from nowhere a modern city dedicated to the leisure of the middle class and to sell it from London to Lapland with strategies of marketing that, even today, are completely incredible.
