The theme of military justice, a hundred years later, is still the subject of analysis and debate for Italian historiography and public opinion. In 1917, the serious events of Caporetto brought numerous and well-known consequences in the history of the country, so much so that in 1918, President Orlando decided to set up a Commission of Inquiry on the events of Caporetto in order to determine the military and personal responsibilities which plunged the country into a situation of extreme danger. The need was to appease public opinion, especially in the territories affected by the disaster, forced, against their will, into refugees or into forced occupation for an entire year. It was in this widespread investigation that the facts relating to the management of "human capital" and military justice emerged, often the result of personal interpretations of individual officers who, with the need to keep order, soldiers of all ranks were killed. In 1919 the results of this commission were published, in particular, what shook public opinion was the report by the lawyer Military Gen. Tommasi, who brought to light facts relating to the summary shootings that literally set the souls of the population on fire, who began to send letters and testimonies to the newspapers of the time, with stories and facts they had witnessed.
