Two children are found dead in the town of Horten. The murders are investigated by police detective Arne Nygård; a case which will force him to confront his own traumatic past.

A homeless man witnesses someone throwing a large plastic bag into a trash can. After the man leaves, the homeless man checks the bin out of curiosity. Inside, he discovers the body of a dead high school girl. Shocked, he rushes to the nearest police station and reports what he saw to PO2 Santos. However, the officer is skeptical of his story and doesn't take him seriously. Eventually, they go to the location together. When PO2 Santos sees the body, he becomes suspicious and accuses the homeless man of being a drug addict, claiming he was high on rugby and killed the girl. The officer handcuffs him and calls for backup. While waiting, the homeless man seizes an opportunity, grabs the key from PO2 Santos, and escapes. As he runs from the authorities, he encounters various people who are also victims of the decaying justice system in the Philippines. Through their stories, the deeper corruption within society is revealed.
